A: A TSP or Training Service Provider is an entity empaneled with JSDMS to implement its various skill training schemes as per guideline of the mission where the entity is supposed to mobilize and register trainees for NSQF aligned training courses; provide training; carry out assessments (internal and external); facilitate certification and provide employment opportunity.

A: Following are the schemes currently running under JSDMS:

  • Saksham Jharkhand Kaushal Vikas Yojana- Saksham Jharkhand Kaushal Vikas Yojana (SJKVY) aims at providing quality skills training to the youth in the age group of 18-35 years and is being implemented across the state of Jharkhand. The training programs are aligned with the National Skills Qualification Framework (NSQF) and responsive to industry needs. Payment terms and schedule are guided by the Common Norms notified by the Ministry of Skill Development and Entrepreneurship, Govt of India dated 15th July, 2015 and its subsequent amendments. The scheme aims to facilitate employment to 70% of successful trainees through placement-linked and self-employment training in various trades/courses affiliated by different Sector Skill Councils (SSC).
  • Deen Dayal Upadhyay Kaushal Kendras (DDUKK)- In order to bring private sector efficiency for management of facilities and delivering quality training program through efficient utilization of available resources, JSDMS has set up Mega Skill Centers known as Deen Dayal Upadhyay Kaushal Kendra(s) through Public Private Partnership (PPP) mode to conduct training programs on NSQF aligned courses of minimum duration of 576 hours duration with residential facilities wherein candidates are provided training along with mandatory ‘on the job’ training so as to make these candidates industry ready. Payment terms and schedule are guided by the Common Norms notified by the Ministry of Skill Development and Entrepreneurship dated 15th July, 2015 and its subsequent amendments. The scheme aims to facilitate employment to 70% of successful trainees through placement-linked and self-employment training in various trades/courses affiliated by different Sector Skill Councils (SSC).
  • Employability Excellence with College Education and Learning (EXCEL)- The scheme is being implemented across the state of Jharkhand in College campus. In order to make University graduates employable in India, JSDMS, has formulated a skill based training which is expected to impart soft skills and employability skills such as English Communication, Computer skills, Interpersonal skills etc. to 10+2 passed out as well as college going students along with a domain specific skill that is acquired through class room and practical training. The program delivered by two Training Partners help increase the employability of youth in the Colleges. Government aims to train 51,000 students in 100 Colleges in 5 State Universities in 4 years period.
  • PMKVY Scheme (Pradhan Mantri Kaushal Vikas Yojana)- The Union Cabinet had approved India’s largest Skill Certification Scheme, Pradhan Mantri Kaushal Vikas Yojana (PMKVY), on 20 March, 2015. PMKVY is being implemented by National Skills Development Corporation (NSDC) under the guidance of the Ministry of Skill Development and Entrepreneurship (MSDE) and offers training on NSQF aligned courses. The scheme has two components – Centre Sponsored Centre Managed (CSCM) and Centre Sponsored State Managed (CSSM). The CSCM component is managed by NSDC while the CSSM component in Jharkhand is being managed by JSDMS.
  • Recognition of Prior Learning (RPL)- There are several people who have acquired skill and experience hereditary through family occupation or directly working on the Job without any formal skill certification, on-the-job training under master craftsman etc. RPL is a certification framework for those who have acquired skills informally and then recognize them with a formal certification. These are typically short duration programs of 3-5 days.

A: JSDMS being the nodal skill development agency of Jharkhand operates multiple schemes and has the largest training mandate in the state of Jharkhand.

A: In the current practice, the proposal is to be submitted against a Request for Proposal (RFP) issued from time to time by JSDMS and available on Govt of Jharkhand procurement portal.

A: Following are the basic documents required to be submitted along with the proposal along with any other specific document mentioned in the RFP/Tender document issued by JSDMS:

  • Memorandum of Association
  • Registration Certificate
  • ITR, Balance Sheet for the last 3-years
  • PAN/TAN/TIN Numbers (As applicable)
  • Documents as per General Eligibility Criteria (Primarily Training Credentials with attested documents)
  • Affidavit for Non-Blacklisting by State & Central Government

A: Once the project proposal is submitted and accepted through an acknowledgement issued by the Skill Development Mission, the proposal is then appraised for its financial and technical project merits, scored automatically and prioritized accordingly. The proposal is then approved by the procurement committee of JSDMS, which is appointed by Jharkhand Government. A Technical Presentation with scoring criteria may also be required to the Evaluation Committee, before final selection.

A: Yes. There are schemes like DDUKK, SJKVY and PMKVY-State Component, which are operational. Government agencies desiring to implement any of these schemes can directly write to JSDMS and empanelment may be taken up on case to case basis with due consultations with the Governing Body.

A: Empanelment as a TSP for EXCEL will be through RFP/Tender route. For colleges interested to implement EXCEL, they have to align themselves with the empaneled TSP.

A: All the programs offered through JSDMS are free of cost to the trainees and TSPs are reimbursed for training expenses and Boarding & Lodging as per applicable cost category as defined by Common Cost Norms notified by Ministry of Skill Development & Entrepreneurship. At an operational level, JSDMS as a nodal agency further provides requisite coordination support to facilitate assessments & certifications with SSCs; placement support through a dedicated placement team of JSDMS; mobilization & IEC support; district level coordination through District Skill Coordinators and District Mobilization Coordinator.

 

In the scheme of Mega Skill Center (DDU-KK), 10% of the project value as mobilization advance is given against submission of bank guarantee of equal value for 5-years. This mobilization advance is recoverable at the rate of 2% every year from the Training Partners.

Every Mega Skill Training Centre needs to establish Mobilization & Counselling Cell.

Batch management

A training batch would consist of not less than 15 and not more than 30 trainees.

 

During the programme if the number of trainees remains below 15 for six consecutive days, the batch will be considered closed and the private partner shall not be eligible for payment for that batch.

Training Centre and Infrastructure

A minimum area required for establishing Mega Skill Training centre would be 25000 Sq. Ft. excluding hostel. A separate hostel with all amenities for boys and girls within or outside campus with all prescribed norms need to be established. The minimum area requirements are subject to revision and TSP is advised to refer to the latest guidelines/tender document for exact details.

 

Training shall be residential in nature.

 

In the Mega Skill Training Centres, the private partner can run courses only funded by JSDMS. In order to run any other Government Programmes/ CSR funded courses/ fee based courses for a particular period the private partner need to take prior written approval from JSDMS.

 

Training centres must be verified and approved by the concerned Sector Skill Council (SSC) and JSDMS prior to initiation of training.

 

Training centre infrastructure may be owned or hired. Biometric attendance is mandatory for both residential and non-residential skill trainings.

 

TSP will be eligible for all benefits relating to provision of land and building infrastructure being provided to industries in Jharkhand. In this context, benefits of Jharkhand Industrial and Investment Promotion Policy 2016 and other relevant notifications of Department of Industries pertaining to land and building infrastructure, will be provided to TSPs Skill Development Centres. Budgetary provisions for these incentives will be made by Department of Higher Technical Education and Skill Development as per Jharkhand Skill Development Policy.

SJKVY Centre is required to be a minimum 5000 SqFt in size (preferably located in a stand-alone building of easily accessible and visible location) with at least 3 star CAAF rating before commencement of training programme.

Financial Management

All projects related transactions should be done by the TSP through a dedicated bank account only. JSDMS at any point of time may ask for details of the bank transactions made to different vendors by the selected TSP from the dedicated project account from the initiation of centre establishment.

Training delivery

TSPs are not allowed to provide training through a franchisee arrangement. No part of training centre or training shall be sub-let to any agency/individual in any form.

 

The Empaneled TSP shall be responsible for all aspects of the training including centre readiness, quality of training delivery, assessment and certification, and outcomes required from the training.

Curriculum must be based on the National Occupational Standards (NOS) and Qualification Packs (QPs) developed by Sector Skill Councils established under the National Skill Development Corporation (NSDC).

Trainerss

Persons deployed as trainers by the private partner must be competent instructors in possession of requisite knowledge, skills and experience in their domain.

 

For each trade offered under the Project, instructors must have completed Training of Trainer (TOT) and be SSC-certified trainers.

An independent assessment of trainees by a third-party agency authorised by the relevant Sector Skill Council is mandatory for all skill trainings provided under the Scheme.

 

After assessment, each successful candidate must be awarded a certificate issued by the Certifying Agency approved by the relevant Sector Skill Council to ensure acceptability in the industry.

 

Apart from third-party external assessment, continuous internal assessment in the form of quizzes, assignments and tests should be a part of the course curriculum.

Facilitating Trainees in securing Wage or Self-Employment

TSPs are supposed to provide employment either wage of self-employment opportunities as per the Common Cost norms framework and any other conditions laid down by Scheme guidelines, if any

On the Job Training (OJT) Provision

On the Job Training or apprenticeship would be an integral part of skill trainings in Mega Skill Training Centres. JSDMS will give preference to the partners who has an agreement with industry for OJT.

Post Placement Tracking and Support

To ensure sustained benefits from training, the private partner are required to track and report successfully placed candidates for a period of 12 months. The formats and periodicity of reporting shall be mentioned in the terms of work in the agreement.

 

For candidates provided with wage employment in any industry, information like appointment letter, remuneration, etc. must be maintained and submitted to JSDMS as per terms of the Agreement between JSDMS and the private partner. For candidates setting up their own enterprises, the private partner would track the progress of the enterprises for a period of 12 months.
